This page is waiting on an owner decision: the refund policy itself — Stripe is merchant of record under Managed Payments, so its terms already cover the dispute path. Until that exists there is nothing accurate to publish here, and plausible-sounding placeholder text would be worse than an empty page, because it reads as approved.
